(c)本项目的特定资格要求：*)具有独立资格的法人、其他组织；*)本次投标需要网上投标响应，投标单位必须获得上海市电子签名认证证书（CA认证证书）；*)具有良好的商业信誉和健全的财务会计制度、有依法缴纳税收和社会保障资金的良好记录、参加政府采购活动前三年内，在经营活动中没有重大违法记录；未被“信用中国”（***.creditchina.gov.***）、中国政府采购网（***.ccgp.gov.***）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；*）具备通信工程施工总承包三级及其以上资质；*）具备有效期内的安全生产许可证；*）拟派项目负责人具有通信与广电工程专业一级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。以上项目负责人以在上海市住房和城乡建设管理委员会网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，投标文件中需提交响应截止日前*个工作日内打印的注册建造师《投标项目负责人基本情况表》（通过上海市建设市场信息服务平台***s：//ciac.zjw.sh.gov.***/查询、截图）；
