(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制采购节能产品、鼓励环保产品、支持中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区等各项政府采购相关政策(以最新的已生效政策为准)。

(b)Qualification requirements to be met to implement government procurement policies:This procurement will implement various government procurement policies, including mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, and support for underdeveloped and ethnic minority areas (subject to the latest effective policies).

(c)本项目的特定资格要求：1）投标人单位负责人为同一人或者存在直接控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标；2）未被国家财政部指定的“信用中国”网站（www.creditchina.gov.cn）、“中国政府采购网”（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单或政府采购严重违法失信名单；3）具有有效期内的《劳务派遣经营许可证》；4）本项目专门面向小、微型企业采购，中小微企业应按照要求提交《中小企业声明函》。

(c)Specific qualification requirements for this program:1) The person in charge of the bidding unit, or different units with direct controlling or management relationships, shall not participate in bidding for the same section or bidding for the same bidding project without dividing the section; 2) The "Credit China" website (www.creditchina. gov.cn) and the "China Government Procurement Network" (www.ccgp. gov.cn), which have not been designated by the Ministry of Finance, are included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or serious dishonest government procurement cases; 3) Having a valid Labor Dispatch Business License; 4) This project is specifically aimed at small and micro enterprises for procurement, and small and micro enterprises should submit the "Small and Medium Enterprise Declaration Letter" as required.
