简要规格描述或项目基本概况介绍、用途：临港新片区先进智造片区XJZZ-08单元M01街坊M01-09地块土地储备项目（东至 M01-10 地块，南至规划涤清路，西至 M01-03地块，北至 M01-04地块）场地平整工作内容包括但不限于堤坝、护坡、硬化地面、道路等拆除，建筑垃圾外运等一切为达成场地平整而实施的必要工作等，（具体内容参照招标人提供的场地测量报告，投标人应自行负责核实采购人提供的任何资料的准确性和可靠性。在任何情况下均不因招标人提供资料包括但不限于工程所在区域有关的资料的瑕疵而减轻或免除供应商的责任）。

Brief specification description or basic overview of the project:The site leveling work for the M01-09 plot of the M01 neighborhood in the XJZZ-08 advanced intelligent manufacturing area of Lingang New Area (east to M01-10 plot, south to planned Diqing Road, west to M01-03 plot, north to M01-04 plot) includes but is not limited to the demolition of embankments, slope protection, hardened ground, roads, and other necessary work to achieve site leveling, as well as the transportation of construction waste. (The specific content refers to the site measurement report provided by the tenderer, and the bidder shall be responsible for verifying the accuracy and reliability of any information provided by the purchaser. Under no circumstances shall the supplier's responsibility be reduced or exempted due to defects in the information provided by the tenderer, including but not limited to information related to the project area.).

合同履约期限：计划20日历天完成所有工作内容。（开竣工日期以实际日期为准）

The Contract Period:Plan to complete all work within 20 calendar days. (The actual date of commencement and completion shall prevail)

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定2、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单

(b)Qualification requirements to be met to implement government procurement policies:1. In accordance with Article 22 of the Government Procurement Law of the People's Republic of China, 2. Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn)

(c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；（2）本项目专门面向中小微企业采购；（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；（4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；（5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；（6）本次招标不接受联合体投标，不允许合同转让与分包。
