(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制采购节能产品、鼓励环保产品、支持中小微企业、绿色和创新、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区、规范进口产品采购、执行本国产品标准等各项政府采购相关政策(以最新的已生效政策为准)《残疾人福利性单位声明函》，一旦中标将在中标公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。

(b)Qualification requirements to be met to implement government procurement policies:This procurement process implements various government procurement policies, including mandatory energy-saving product procurement, promotion of eco-friendly products, support for small and medium-sized enterprises, green innovation initiatives, employment facilitation for persons with disabilities, assistance to prisons and rehabilitation facilities, aid to underdeveloped regions and ethnic minority areas, standardized import product procurement, and adherence to domestic product standards (subject to the latest effective policies). The "Declaration Letter from Welfare Institutions for Persons with Disabilities" will be publicly disclosed in the bid award announcement upon successful bid acceptance to ensure transparency. Any discrepancies between the submitted declaration letter and factual circumstances will result in legal liabilities pursuant to Article 77(1) of the Government Procurement Law of the People's Republic of China.

(c)本项目的特定资格要求：1）投标人单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；2）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；3）根据财政部《政府采购促进中小企业发展管理办法》（财库﹝2020﹞46 号）精神，本项目面向小型、微型企业采购。小型、微型企业应当按照规定提供《中小企业声明函》。

(c)Specific qualification requirements for this program:I) If the responsible person of a bidder unit is the same individual or if different suppliers have direct controlling or managerial relationships, they shall not participate in government procurement activities under the same contract;2) Bidders who have provided comprehensive design, specification preparation, or services such as project management, supervision, and testing for the procurement project are not permitted to participate in other procurement activities related to the same project.3）In accordance with the spirit of the Ministry of Finance's "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No.46), this project is open to procurement by small and micro enterprises. Small and micro enterprises shall provide the "Small and Medium-sized Enterprise Declaration Letter" as required by regulations.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

1、 根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目招投标相关活动在上海市政府采购信息管理平台（简称：电子采购平台）（网址：http:// www.zfcg.sh.gov.cn）电子招投标系统进行。电子采购平台是由市财政局建设和维护。潜在投标人的投标可以按照《上海市政府采购云平台供应商-项目采购操作手册》中的内容和操作要求实施。投标人应在投标截止时间前尽早加密上传投标文件并在政采云平台录入投标保证金信息，并及时查看招标人在电子采购平台上的签收情况，以免因临近投标截止时间上传造成招标人无法在开标前完成签收的情形。未签收的投标文件，视为投标未完成。
