(b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业、对本国产品的支持等政策，将落实相关政策。本项目专门面向中小企业采购，中小企业参加政府采购活动，应当出具《中小企业声明函》。其要求标准详见《政府采购促进中小企业发展管理办法》（财库[****]**号）、《关于进一步加大政府采购支持中小企业力度的通知》财库〔****〕**号文中相关规定。

(b)Qualification requirements to be met to implement government procurement policies:If this bidding ***plies with the government's mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for the disabled, support for small and medium-sized enterprises, support for prisons and drug rehabilitation enterprises, and support for domestic products ,relevant policies will be implemented.This project is specifically for procurement of small and medium-sized enterprises. When small and medium-sized enterprises participate in government procurement activities, they should issue a "Small and Medium-sized Enterprise Declaration Letter".The requirements and standards are detailed in the "Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Cai Ku [****] No. **) and the "Notice on Further Increasing Government Procurement Support for Small and Medium-sized Enterprises" Cai Ku [****] No. **.

(c)本项目的特定资格要求：*、法人的分支机构以自己的名义参与投标时，应当提供由法人出具参加本项目的授权书；*、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；*、本项目不接受联合投标；

(c)Specific qualification requirements for this program:(iii)When a branch of a legal person participates in the bidding in its own name, it shall provide a letter of authorization issued by the legal person to participate in the project;(iv)Different suppliers whose heads are the same person or who have direct controlling or management relations shall not participate in government procurement activities under the same contract; suppliers who provide overall design, specification ***pilation, or project management, supervision, testing and other services for this project shall not participate in procurement activities for this project;(v)This project does not accept joint bidding.
