(c)本项目的特定资格要求：（*）本次招标需要网上投标，投标人必须获得上海市电子签名认证证书（CA认证证书）；（*）具有有效的营业执照或相关证件；（*）投标截止之日前三年内，在政府采购活动中无不良行为记录；（*）公司资产状况良好，依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
