(b)落实政府采购政策需满足的资格要求：本项目为专门面向中小企业采购的包件，仅限中小企业参加投标。本项目采购标的所属行业为《中小企业划型标准规定》（工信部联企业〔****〕***号的附件）中所述的租赁和商务服务业。投标人提供的服务必须全部由中小企业承接。若投标人对是否能够享受中小企业扶持政策把握不准，因而不能确定是否应参加本项目竞争时，可以向招标代理机构联系人咨询（联系方式见本公告最后）。

(b)Qualification requirements to be met to implement government procurement policies:This project is a package specifically designed for procurement by small and medium-sized enterprises (SMEs), and only SMEs are eligible to participate in the bidding. The industry of the procurement subject of this project falls under the leasing and business services sector as described in the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (attached to the Ministry of Industry and Information Technology's Joint Circular [****] No. ***). All services provided by the bidder must be undertaken by SMEs. If the bidder is unsure whether they are eligible for SME support policies and, therefore, cannot determine whether they should participate in the ***petition for this project, they may consult the contact person of the bidding agency (contact information is provided at the end of this announcement).

(c)本项目的特定资格要求：（*） 参加政府采购活动前三年内（从****年*月**日至今）未被列入失信被执行人、重大税收违法案件当事人名单或政府采购严重违法失信行为记录名单。（*） 已按《上海市政府采购供应商信息登记管理办法》的规定完成登记入库手续。（*） 法人的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的对该投标活动承担全部直接责任的明确承诺（银行、保险等分支机构的登记注册由行业主管部门事前审批并颁发经营许可，应提供经营许可证，无需再提供法人出具的承诺函）。
