(b)Qualification requirements to be met to implement government procurement policies:Policy on Mandatory Procurement of Energy-Saving Products: Mandatorily procure the items marked with "★" in the energy-saving product list published by the state.Policy on Encouraging Energy Conservation: Under the same conditions of technical and service indicators, give priority to procuring the products included in the energy-saving product list published by the state.Policy on Encouraging Environmental Protection: Under the same conditions of performance, technical and service indicators, give priority to procuring the products included in the environmental protection product list published by the state.Policy on Supporting Small and Medium-Sized Enterprises (SMEs) and Promoting Employment of Persons with Disabilities: Implement the measure of reserved procurement quotas, increase the share of SMEs in government procurement, and support the development of SMEs.
