(c)本项目的特定资格要求：（*）响应单位须为***境内依法注册的法人或其他组织；（*）参加此项磋商活动前三年内，在政府经营的采购活动中没有因违反有关法律法规受到刑事处罚；（*）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同下的政府采购活动；（*）投标人须持有自然资源主管部门颁发的有效期内的城乡规划（国土空间规划）编制单位乙级及以上资质证书，并同时持有中国土地学会颁发的土地规划机构乙级及以上资质证书（提供证书扫描件加盖本单位公章或行政主管部门网上打印加盖本单位公章的电子证书扫描件）。（*）本次招标不接受联合投标。

(c)Specific qualification requirements for this program:*.The responding entity must be a legally registered legal person/organization within the People's Republic of China.*.No criminal penalties for violating laws in government procurement activities in the past * years before this consultation.*.Suppliers with the same legal representative or direct holding/management relations shall not participate in procurement under the same contract.*.The bidder must hold valid Class B (or higher) certificates: ① Urban and rural planning (territorial spatial planning) (issued by natural resources authorities); ② Land planning (issued by Chinese Society of Land Science). Provide scanned certificates with official seal, or scanned electronic certificates (printed online from authorities) with official seal.*.Joint bids are not accepted.
