(c)本项目的特定资格要求：（*）供应商应配备从事工程概算、预（结）算、竣工财务决算审查工作的专业技术人员和具有注册会计师执业资格的财务人员；注册会计师执业资格人员允许外聘或与有资质的会计师事务所组成联合体；外聘注册会计师执业资格人员的，该人员不得再作为参加本项目采购活动的其他供应商的项目组成员（*）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔****〕**号）第**条规定的供应商，不得参加本项目的采购活动（*）本项目接受联合体投标，应满足以下要求：*）参加联合体的会计师事务所应取得《会计师事务所执业证书》，若分所参与投标必须提供总所的授权委托书和《会计师事务所（分所）执业证书》，总所与分所不能同时参与本次采购活动；*)参加联合体的供应商均应当符合征集文件规定的合格供应商的条件，并应当向征集人提交联合协议，联合体各方必须指定牵头人，授权其代表所有联合体成员负责参加采购活动和合同实施阶段的主办、协调工作；*）联合体各方不得再单独参加或者与其他供应商另外组成联合体参加本次采购活动；*）组成联合体的供应商不得超过两家。*）联合体应当以造价咨询单位为牵头人。
