简要规则描述：为了保障河道和水闸的管理及防汛安全，加强对芦潮港、芦潮引河、赤风港、泐马河、新团芦港等*条河道河床、泐马河水闸及闸外水域水下地形、河床断面定期、连续的监测，及时发现河床冲刷岸段和冲刷深度、位置分布，及早发现问题和安全隐患，掌握河床、泐马河闸外水下地形冲刷的发展过程和台风、暴雨、急流对水下地形冲刷变化的规律，预测未来一段时间内河势及水下地形变化的发展趋势、变化速度，判断河势、水闸的稳定性和安全，进一步加强河道和水闸长效化管理，拟采购一家供应商提供风险水域水下地形检测服务。（具体内容详见“第二章 项目采购需求”）
Brief Specification Description:In order to ensure the management of rivers and sluice gates and flood control safety, strengthen the regular and continuous monitoring of the riverbed, topography, and cross-section of the riverbed of the five rivers including Luchang Port, Luchang Diversion River, Chifeng Port, Lika, and Xintuan Lu Port, timely detect the scouring sections of the riverbed and the depth and distribution of scouring, and find problems and hidden dangers as early as, master the process of scouring the riverbed, underwater topography outside the Lika River Sluice, and the rules of scouring changes of underwater topography under the of typhoons, heavy rain, and rapid flow, predict the development trend and speed of river morphology and underwater topography changes in a period of time in the future, judge stability and safety of river morphology and sluice gates, and further strengthen the long-term management of rivers and sluice gates.
