简要规则描述：主要对市、区检查提出的以及自行发现的镇域内新增违建、河道管理内图斑等监管类问题（违法用地除外）进行快速整治，以保证在整改限期内消除各类监管类问题，提升老港镇综合环境。
Brief Specification Description:The main focus is on quickly addressing new violations within the town area and regulatory issues such as mapped plots in river management, whether identified by municipal and district inspections or discovered independently (excluding illegal land use), to ensure that all types of regulatory problems are resolved within the rectification period and to improve the overall environment of Laogang Town.
合同履约期限：自合同签订之日起一年或整治量达到合同价后结束。
The Contract Period:It ends one year after the signing of the contract or when the rectification quantity reaches the contract price.

(c)本项目的特定资格要求：（*）投标人须具有市政公用工程施工总承包资质三级及其以上资质。（*）投标人须具有安全生产许可证（有效期内）。（*）投标人拟派项目经理须具备市政公用工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。（*）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。（*）没有因发生生产安全事故被浦东新区建设行政管理部门暂停承接业务且在限制期内的。（*）本项目专门面向中小企业采购。
(c)Specific qualification requirements for this program:(*) The bidder must have a Level * or higher general contracting qualification for municipal public works. (*) The bidder must possess a valid safety production license. (*) The project manager proposed by the bidder must have a Level * or higher registered constructor qualification in municipal public engineering, possess a valid safety production assessment certificate, and must not currently serve as the project manager for any other ongoing construction projects. (*) Suppliers with the same person as the unit head or with direct controlling or management relationships cannot participate in government procurement activities under the same contract; suppliers providing overall design, standards preparation, or project management, supervision, or testing services for this project cannot participate in the procurement of this project. (*) Suppliers must not have had their business operations suspended by the Construction Administrative Department of Pudong New Area due to production sa
