(c)Specific qualification requirements for this program:3. Suppliers who are already registered according to the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'; 4. Other qualification requirements: 1) This project is open to small, medium, and micro enterprise suppliers. (Welfare units for disabled persons and prison enterprises are considered as small or micro enterprises.) If the bidder is a small or medium enterprise and meets the conditions stipulated in the 'Measures for Promoting the Development of Small and Medium Enterprises in Government Procurement' (Caiku [2020] No. 46), a 'Small and Medium Enterprise Declaration' must be provided; 3) Subcontracting is not allowed for this project.
