(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies:(1) The project implements the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Document No. 46 of 2020) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises in Government Procurement" (Document No. 19 of 2022); (2) Measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically procured from small and medium-sized enterprises, and during the evaluation process, price discounts are not applied to products from small and medium-sized enterprises; (3) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; For more details, please refer to the Chinese announcement.

(c)本项目的特定资格要求：1、要求具备建筑工程施工总承包三级及其以上资质；2、具有有效的安全生产许可证；3、项目经理具有建筑工程二级建造师及其以上资格，并具有有效的安全生产考核证书，且不得在其他项目担任项目负责人；4、本项目仅面向中、小、微型等各类供应商采购；5、本项目不允许转包。

(c)Specific qualification requirements for this program:3. It is required to have a construction general contracting qualification of level three or above in building engineering; 4. An effective safety production license is necessary; 5. The project manager should hold a construction engineer qualification of level two or above in building engineering and possess a valid safety production assessment certificate. Moreover, they must not serve as the project leader for other projects; 6. This project is only open to suppliers of medium, small, and micro-sized enterprises; 7. Subcontracting is not allowed for this project.
