(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies:(1) Notice on the Implementation of the Management Measures for Government Procurement to Promote the Development of Small and Medium sized Enterprises (Caiku [2020] No. 46) and Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises (Caiku [2022] No. 19); (2) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products; (3) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (4) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement...

(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人组织；（2）要求具备水利水电工程施工总承包二级及以上资质；（3）具有有效的安全生产许可证；（4）项目经理具有水利水电工程二级建造师及其以上资格，并具有有效的安全生产考核证书，且不得在其他项目担任项目负责人；（5）本项目仅面向中、小、微型等各类供应商采购；（6）本项目不允许转包。

(c)Specific qualification requirements for this program:(1) It must be a legal entity established within the territory of China in accordance with the law; (2) Require to have a second level or higher qualification for general contracting of water conservancy and hydropower engineering construction; (3) Having a valid safety production license; (4) The project manager has the qualification of Level 2 Constructor or or above in water conservancy and hydropower engineering, and has a valid safety production assessment certificate, and is not allowed to serve as the project leader in other projects; (5) This project is only available for procurement from various suppliers such as small, medium, and micro; (6) This project does not allow subcontracting.
