(b)Qualification requirements to be met to implement government procurement policies:(1) This project is specifically oriented towards procurement by small and medium-sized enterprises (SMEs), and implements the "Notice on the <Administrative Measures Government Procurement to Promote the Development of Small and Medium-sized Enterprises>" (Caiku [2020] No. 46) and the "Notice of the of Finance on Further Increasing the Intensity of Government Procurement Support for Small and Medium-sized Enterprises" (Caiku [2022] No. 19). ( Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（1）未被“信用中国”网站（网址为：http://www.creditchina.gov.cn/）列入重大税收违法案件当事人名单、“中国执行信息公开网”网站（网址为：http://zxgk.court.gov.cn/shixin/）列入失信被执行人名单、中国政府采购网（网址为：https://www.ccgp.gov.cn/search/cr/）列入政府采购严重违法失信行为记录名单；（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项目下的政府采购活动。（3）本项目专门面向中小企业采购。（4）本项目不接受联合体形式投标。

(c)Specific qualification requirements for this program:(1) Not listed as a party to a major tax violation case on the "Credit China" website (URL: http://www.creditch.gov.cn/), not listed as a dishonest judgment debtor on the "China Enforcement Information Disclosure Network" website (URL: http://zxgk.court.gov.cn/ixin/), and not listed on the record of serious illegal and dishonest acts in government procurement on the China Government Procurement Network (URL: https://www.ccgp.gov.cnsearch/cr/); (2) Different suppliers whose heads are the same person or who have a direct holding or management relationship shall not participate in government procurement activities under the same contract. (3) This project is exclusively for procurement from small and medium-sized enterprises. (4) This project does not accept bids in the form of a consortium
