(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；（2）投标人须具备市政公用工程施工总承包资质三级及其以上资质和有效期内的安全生产许可证；（3）拟派项目负责人具有市政公用工程专业二级及以上注册建造师执业资格且具备有效的安全生产考核合格证书；（4）本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program:(1) Must be a legal person or unincorporated organization lawfully established within the territory of China (this project does not accept branches participating in procurement under their own name); (2) Bidders must have a Grade III or higher qualification for general contracting of municipal public works and a valid safety production license; (3) The proposed project manager must have a Level II or higher registered constructor qualification in municipal public works and possess a valid safety production assessment certificate; (4) This project is specifically targeted at small and medium-sized enterprises for procurement.
