(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目不是专门面向中小企业采购，评审时小型和微型企业享受3%的价格折扣。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies:This project is not exclusively procured for small and medium-sized enterprises. Small and micro enterprises shall enjoy a 3% price discount during evaluation.(2) Prison enterprises and welfare units for the disabled shall be supported and treated as small and micro enterprises.(3) Policy of prioritizing energy-saving and environment-friendly products: Under the same technical and service conditions, priority shall be given to products listed in the catalogues specified in Ministry of Finance Circulars Caiku〔2019〕No.18 and Caiku〔2019〕No.19. Products marked with "★" in the energy-saving product catalogue shall be subject to mandatory procurement. Suppliers shall provide valid certification documents issued by officially designated certification bodies to qualify for such preferential or mandatory procurement policies.(4) Domestic product procurement policy: Imported products are not acceptable for this project.

(c)本项目的特定资格要求：3)供应商应同时具备以下施工资质：1）中华人民共和国住房和城乡建设部颁发的施工总承包市政公用工程三级及其以上；4)具有安全生产许可证（有效期内）；5)拟派项目负责人具有二级及以上建造师执业资格证书，注册专业须为市政公用工程，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；6)业绩要求：无；7)其他要求：处于被政府管理部门禁止参加政府采购活动期间的单位不得参与竞争。8)本项目不允许转包。

(c)Specific qualification requirements for this program:Suppliers shall possess the following construction qualifications simultaneously:Grade III or above General Contracting Qualification for Municipal Public Works issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China;Possess a valid work safety production license;The proposed project manager shall hold a Class II or higher Constructor Practicing Qualification Certificate with registered major in Municipal Public Works, and a valid work safety assessment qualification certificate. He/She shall not serve as the project manager of any other ongoing construction projects;Performance requirements: None;Other requirements: Entities barred from participating in government procurement activities by competent government authorities are not allowed to bid;Subcontracting and transferring this project are not permitted.
