(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定 ；（2）未被“信用中国”（www.creditchina.gov.cn）、中国执行信息公开网（http://zxgk.court.gov.cn/shixin/）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单（3）具有建设部颁发的建筑工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；（4）投标人拟派项目经理须具有建筑工程注册建造师二级及其以上资格，具备有效的安全生产考核合格证书；（5）本项目专门面向中小企业采购；（6）本项目不接受组成联合体。

(c)Specific qualification requirements for this program:(1) Meet the requirements of Article 22 of the Government Procurement Law of the People's Republic of China; (2) Not be listed asest judgment debtor, a party to major tax violation cases, or a record of serious illegal and dishonest behavior in government procurement on "Credit China" (www.creditchv.cn), China Enforcement Information Publicity Network (http://zxgk.court.gov.cn/shixin/), or China Government Procurement Network (www.ccgp.gov.c (3) Possess Construction General Contracting Grade III or above qualification issued by the Ministry of Construction, and hold a valid Work Safety License; (4) The project manager proposed by the bidder ossess Grade II or above Registered Constructor qualification in construction engineering and hold a valid work safety assessment certificate; (5) This project is exclusively for procurement from small and medium-sized entrprises; (6) Consortium bids are not accepted for this project.
