(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46 号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19 号）：本项目专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies:(1) Notice on Implementing the "Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46) and Notice on Further Strengthening Government Procurement Support for Small and Medium-sized Enterprises (Cai Ku [2022] No. 19): This project specifically targets procurement from small and medium-sized enterprises. During the evaluation process, no price discounts or concessions will be applied to products from small and medium-sized enterprises. (2) Support for prison enterprises and welfare units for the disabled, which are regarded as small and micro enterprises; etc

(c)本项目的特定资格要求：（1） 符合《中华人民共和国政府采购法》第二十二条的规定；（2） 未被“信用中国”（www.creditchina.gov.cn ）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；（3） 本项目不允许转包。

(c)Specific qualification requirements for this program:(1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; (2) Not be listed as a dishonesty-stricken person subject to enforcement, a major tax violation dishonesty subject, or a government procurement serious violation dishonesty subject on the "Credit China" website (www.creditchina.gov.cn) or the China Government Procurement website (www.ccgp.gov.cn); (3) Subcontracting is not allowed in this project.
