(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱企业等相关政策。

(b)Qualification requirements to be met to implement government procurement policies:This procurement will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, and support for prison enterprises.

(c)本项目的特定资格要求：（3）供应商须具有水利水电工程施工总承包二级资质，项目经理必须持有水利水电工程或机电工程专业二级注册建造师执业资格，还须具备水行政主管部门颁发的《安全生产考核合格证书》（B证），其余施工人员须持证上岗。（4）本项目专门面向中小企业项目。（5）本项目不允许联合体投标。

(c)Specific qualification requirements for this program:(3) Suppliers must have a second level qualification for general contracting of water conservancy and hydropower engineering construction, and project managers must hold a second level registered construction engineer qualification in water conservancy and hydropower engineering or mechanical and electrical engineering. They must also have a "Safety Production Assessment Certificate" (B certificate) issued by the water administrative department, and other construction personnel must hold certificates to work. (4) This project is specifically aimed at small and medium-sized enterprise projects. (5) This project does not allow consortium bidding
