(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购。评审时，不执行价格评审优惠的扶持政策。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：（1）具备建筑工程施工总承包三级及其以上资质；（2）具备有效的安全生产许可证；（3）本项目拟派项目负责人须具备建筑工程专业二级（及以上）注册建造师执业资格，具备有效的安全生产知识考核合格证书，且不得担任其他在建建设工程项目的项目负责人。

(c)Specific qualification requirements for this program:(1) Possessing a Class III or above qualification for general construction contracting in building engineering;(2) Having a valid safety production license;(3) The project manager to be dispatched for this project must hold a registered construction engineer qualification in building engineering of level II or above, possess a valid certificate for passing the safety production knowledge assessment, and shall not concurrently serve as the project manager of any other ongoing construction projects.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
