(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目是非专门面向中小企业采购，评审时，小微企业产品执行价格折扣10%优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。

(b)Qualification requirements to be met to implement government procurement policies:(1) Implementation of reserved share measures to increase the share of small and micro-enterprises in government procurement and support policies for small and micro-enterThis project is not exclusively for small and medium-sized enterprises; during evaluation, a price discount of 10% applies to products from small and micro-enterprises. (2)t for prison enterprises and welfare units for persons with disabilities, treating them as small and micro-enterprises; (3) Priority procurement policy for energy-saving and environmental protection products: Under equans regarding technical, service, and other indicators, priority procurement shall be given to products listed in the Catalogue of Energy-Saving and Environmental Protection Products published in Ministry of Financeirculars CaiKu [2019] No. 18 and CaiKu [2019] No. 19; mandatory procurement shall be implemented ducts marked with "★" in the Catalogue of Energy-Saving Products. Suppliers must provide valid certification certificates issue

(c)本项目的特定资格要求：3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。4、本项目不允许转包。承接主体不得将服务项目转包给其他主体。

(c)Specific qualification requirements for this program:3. Suppliers who meet the provisions of Article 17 of the "Guiding Opinions on Aligning with High-standard International Economic and Trade Rules to Promoternment Procurement Reform in Pilot Areas" (Shanghai Finance Procurement [2024] No. 12) shall not participate in the procurement activities of ths project. 4. Subcontracting is not allowed for this project. The undertaking entity shall not subcontract the service project to other entities.
