(b)Qualification requirements to be met to implement government procurement policies:Policies including mandatory procurement of energy-efficient products and environmentally certified products; energy conservation incentives; environmental protection measures; support for small and medium-sized enterprises; assistance for prison enterprise development; welfare programs for persons with disabilities; and procurement of domestic products.This project is specifically designed for procurement by small and medium-sized enterprises.

(c)本项目的特定资格要求：（1）.具有独立企业法人资格，持有效期内的营业执照；（2）.具有建筑工程施工总承包三级或以上资质，同时具有有效的安全生产许可证；（3）.项目负责人应具有建筑工程专业注册专业二级建造师或以上资格；（4）.本项目不接受组成联合体投标。

(c)Specific qualification requirements for this program:(1). Possess independent corporate legal person status and hold a valid business license; (2). Hold a Grade III or higher general contracting qualification for construction engineering, along with a valid work safety license; (3). The project leader must possess a registered Class II or higher qualification as a construction engineer in the field of architectural engineering; (4). This project does not accept bids submitted by consortiums.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
