(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements relevant policies including the mandatory government procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for persons with disabilities, support for small, medium and micro enterprises, support for prison and drug rehabilitation enterprises, assistance to underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products.

(c)本项目的特定资格要求：（*）具有建设部颁发的水利水电工程施工总承包资质三级及其以上，具备有效期内的安全生产许可证；；（*）供应商拟派项目经理须具有水利水电专业*级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书。（*）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；（*）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；（*）本项目不接受联合体；（*）本项目面向大、中、小、微型企业。

(c)Specific qualification requirements for this program:(*) Possess a Grade * or higher General Contracting Qualification for Water Conservancy and Hydropower Engineering Construction issued by the Ministry of Construction, and hold a valid Safety Production License.(*) The project manager to be assigned by the Supplier shall hold a Class * or higher Registered Constructor qualification in Water Conservancy and Hydropower Engineering, and possess a valid Safety Production Assessment Certificate.(*) Different suppliers whose legal representatives are the same person, or who have direct holding or management relationships, shall not participate in government procurement activities under the same contract. Suppliers that have provided overall design, specification formulation, project management, supervision, testing and other services for the procurement project shall not participate in other procurement activities of the same project.(*) When a branch lawfully established by a legal person participates in bidding in its own name, it shall

(i)符合《***政府采购法》第二十二条的规定；
