(c)本项目的特定资格要求：（*）供应商应配备专业技术人员和具有注册会计师执业资格的财务人员；注册会计师执业资格人员允许外聘或与有资质的会计师事务所组成联合体；（*）供应商已参与采购项目的设计、招标代理、代建、工程监理等工作，或供应商与承担上述工作的单位存在控股、隶属关系或者负责人为同一人的，应当回避；（*）法人依法设立的分支机构以自己的名义参与本项目时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。（*）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔****〕**号）第**条规定的供应商，不得参加本项目的采购活动。（*）本项目接受联合体响应,联合体应满足以下要求：参加联合体的会计师事务所应取得《会计师事务所执业证书》，若分所参与本项目必须提供总所的授权委托书和《会计师事务所（分所）执业证书》，总所与分所不能同时参与本次采购活动；联合体各方不得再单独参加或者与其他供应商另外组成联合体参加本次采购活动；（*）本项目不允许转包。（*）具体要求详见本项目竞争性磋商文件。
